Presenter's Biography:

Carter is a distinguished barrister and a leading expert in competition law at Matrix Chambers (London) and Denis Chang's Chambers (Hong Kong). Recognised as a Tier 1 Leading Junior in Competition Law by The Legal 500 (Legalease) since its Hong Kong Bar rankings inception in 2021 and a Recommended Barrister and Future Leader in Competition Law in the Lexology Index (formerly Who's Who Legal) since 2023, Carter has demonstrated exceptional prowess in this field. Between 2015 and 2016, Carter served as a Legal Counsel for the Competition Commission (Hong Kong), where he played the role as the first case manager in the Commission's inaugural public enforcement action, Competition Commission v Nutanix Hong Kong Ltd v Others (CTEA 1/2017). Upon rejoining private practice in 2016, Carter has been consistently retained by leading law firms to advise on complex competition matters. His extensive client portfolio features prominent cases such as Competition Commission v W Hing Construction Co Ltd and Others (CTEA 2/2017), Competition Commission v TH Lee Book Co Ltd and Others (CTEA 2/2020), Competition Commission v Linde HKO and Others (CTEA 3/2020), and Competition Commission v Multisoft Ltd (CTEA 1/2023). Since March 2025, Carter has joined Matrix Chambers in London to further develop his competition practice in the UK.
 
Objective:

Nutanix and W Hing, the first two trials before the Competition Tribunal, took place more than 5 years ago. The world has moved on since then. The time is ripe to review what progress the Hong Kong competition regime has made after Nutanix and W Hing. The objective of the course is to provide a succinct summary of the key decisions of the Competition Tribunal in the past 5 years. The speaker will also explain the rationales underlying the decisions of the Tribunal. The implications of those decisions on the development of the Hong Kong jurisprudence of competition law will also be reviewed.
