Chairman of the Law Faculty Board & Former Head of Department of Professional Legal Education, The University of Hong Kong

Professor Michael Wilkinson BA, LLB (Cantab) is Chairman of the Law Faculty Board and former Head of the Department of Professional Legal Education at the University of Hong Kong. He is a barrister-at-law of the Inner Temple.

He specialises in teaching conveyancing, civil litigation and professional ethics and has published books in these areas, including the seminal publications "Hong Kong Conveyancing Law and Practice" and "Cases and Materials" in 9 volumes together with the student version (now in its fifth edition), Professional Conduct of Lawyers in Hong Kong in three loose-leaf volumes, and "A Guide to Civil Procedure in Hong Kong", 3rd Edition. He is also the University's Public Orator. Michael has taught Conveyancing on the OLQE courses since their inception.

Alfred read law at the University of Hong Kong and the University of Cambridge. He was the Bar Scholar in 2005 and started his practice as a barrister in 2006. His practice mainly involves civil work, concentrating on administrative law, commercial and personal injuries cases. In 2008, he was the research assistant to the Judiciary for the Civil Justice Reform, providing materials for training courses attended by judges and judicial officers. He is also a CEDR accredited mediator.

He has been teaching at the University of Hong Kong as a guest lecturer and tutor since 2006. He has taught courses in Administrative Law, Contract Law, Tort Law, Commercial Law Practice, Equity, and Legal History. He is also a tutor for the civil advocacy course and the personal injuries elective for the PCLL. He was also the coach for the HKU team for the Wilhelm C Vis International Commercial Arbitration Moot for 5 years.

William was originally qualified as a specialist Oral & Maxillo-Facial Surgeon and practised that profession for 13 years in Australia. He was admitted in 1987 to the South Australian Supreme Court Roll as a legal practitioner.

He practised as a barrister in civil litigation for 4 years then in the criminal law for 8 years, first in Australia then in Hong Kong. In Australia he appeared as a solo barrister in the civil and criminal trial courts and in the Court of Appeal. In Hong Kong he appeared as a solo barrister in civil trials as Legal Aid Counsel, then from 1992 to 2000 he was Crown Counsel (now called Senior Public Prosecutor) in the Prosecutions Division of the Department of Justice.

While as Prosecuting Counsel from 1992 to 2000 he prosecuted in all levels of courts in Hong Kong, including the Court of Appeal and the Appeals Committee of the Court of Final Appeal. On average he used to prosecute approximately 15 High Court jury trials and 30 appeals every year, prosecuting cases of murder, manslaughter, illegal ammunition, large quantities of dangerous drugs, armed robbery as well as lesser offences. In addition, he appeared as Prosecuting Counsel in numerous cases of Plea & Sentence, in responding to Bail applications and Bail reviews in the High Court.

William has in the past been many times an accredited examiner in civil and criminal advocacy for the University of Hong Kong in their PCLL examinations. In January 2000 he was appointed by the Chief Executive of the Hong Kong SAR Government as a Permanent Magistrate in the Hong Kong Judiciary. He has been sitting in the various Magistrates Courts, as a Deputy Judge of the District Court, and in the Coroner's Court, the above postings several times in rotation. He retired as Permanent Magistrate in July 2009, although he has been sitting as a Deputy Magistrate from time to time by invitation from the Judiciary, presiding in criminal trials.

In January 2010 he was appointed by the Chief Executive of the Hong Kong SAR as an Adjudicator for Torture Petitions (deciding appeals lodged by claimants against the Director of Immigration). In May 2010 he was appointed by the Chief Executive of the Hong Kong SAR as Vice-Chairman of the Municipal Services Appeals Board (hearing appeals on licensing matters). In June 2010 he was appointed by the Secretary for Trade Commerce and Technology as Chairman of the Review Board on Bid Challenges.

Senior Assistant Director of Public Prosecutions, Prosecutions Division, Department of Justice

David obtained his LL.B. (Hons.) at the University of Hong Kong in 1989 and his LL.M. in 1996. He was admitted as a solicitor in Hong Kong in 1992 and subsequently a barrister in 1998. He worked in a law firm in private practice between 1990 to 1995 and then joined the then Legal Department as a Crown Counsel. He is currently Senior Assistant Director of Public Prosecutions, Office of the Director of Public Prosecutions, Department of Justice, Hong Kong SAR. David regularly provides legal advices to law enforcement agencies, prosecutes criminal trials and criminal appeals.

David has extensive experience in teaching law subjects at the City University of Hong Kong, the University of Hong Kong and the Hong Kong University of Science and Technology. Subjects that he has taught include Civil and Criminal Procedure, Civil and Criminal Advocacy, Procedure and Proof in Arbitration and Digital Evidence. In 2000, David was appointed Honorary Lecturer of the Department of Professional Legal Education, Faculty of Law, University of Hong Kong. He remains an Honorary Lecturer today.

David regularly conducts workshops and training for the Advanced Legal Education Programmes for the Hong Kong Bar Association and advocacy workshops for the Hong Kong Academcy of Law and taught on CPD programmes. He was the speaker of Criminal Procedure of Head II, OLQE for LexOmnibus in 2008, 2009 and 2010.

Legal publications by David include Annotated Ordinances of Hong Kong of the Costs in Criminal Cases Ordinance, Cap. 492 (1997 and 2007), Hong Kong Archbold 2004, a contributor of "Electronic Evidence : Disclosure, Discovery & Admissibility" (May 2007 and 2010) and a contributor of "Professional Conduct and Risk Management in Hong Kong" (December 2007).
