Presenter's Biography:

Ms. Anna Chow was called to the Bar in 2012. She is developing a broad civil practice and has a particularly keen interest in town planning litigation, land matters and environmental disputes. Ms. Chow has been a Member of the Hong Kong Institute of Planners since 1987 and was a Senior Town Planner in the Planning Department of the Hong Kong Government. She is the editor of the "Annotated Town Planning Ordinance - Commentary and Annotations" scheduled to be published by Thomson Reuters (Sweet and Maxwell) this year. Ms. Chow has represented respondents in a number of compulsory sale applications.

Mr. Tse has a wide civil litigation and administrative law practice involving complex expert evidence. In relation to compulsory sale cases, he acted for respondents in a number of compulsory sale applications with senior counsel and counsel and was appointed by the Lands Tribunal as a coordinator of the respondent team. Amongst these cases, he worked closely with experts on building condition, structural engineering and valuation, as well as legal representatives of other respondents.
 
Objective:

The presenters will focus on discussing the recent amendments to the Land (Compulsory Sale for Redevelopment) Ordinance (Cap. 545) brought about by the Land (Compulsory Sale for Redevelopment) (Amendment) Ordinance 2024 and relevant cases on this Ordinance, with particular focus on the statutory regime for the compulsory sale of properties, the usual procedures adopted by the Lands Tribunal in this specific type of cases, and rights of minority owners.
